Blocks not appearing?

OK, I'm helping a Groupanizer buddy organize her blocks.  We're busy looking at /admin/build/block/list/gtheme1 and the things that are listed in the various areas simply don't match the things that are appearing on the Dashboard or in any other area for that matter. For instance, we can see "Things to Do" and "My Attendance Plan" on the Dashboard, but they're not in the "Main" area of the block editing section.  Conversely "Upcoming Events" is in the main area...but it doesn't show on the Dashboard.
There are only two themes to edit here, Garland and Groupanizer Theme 1 and we're definitely editing the latter.  Any idea why we're getting this crazy-making thing going on?
