Is there a way to prevent users from changing their profile picture, but not restricting their ability to upload images to other parts of the site?

Not that I've seen. I've got one member (my father!) who seems to want to have Papa Smurf as his profile pic, even though we uploaded a heap of photos the same for everyone. I'd love to be able to do this as well.
