I have successfully produced and published some basic webforms, but I would like to add some verbiage below the actual form and don't know what to do to navigate to that area. The ckeditor will only place text/pictures above the webform. Is there a trick here? Specifically, I would like to place some html code for Paypal options/buttons at the bottom of some webforms.

Once someone clicks submit on your webform, send them to your custom confirmation page on which you can put a Paypal link

Could you do it using a Markup field as the last element in the form? This wouldn't really place elements outside of the form, but it might work for your problem.

Steve, I just looked at your form and have a small suggestion. For your time fields, you might want to reduce the minute choices to 00, 15, 30, and 45 or some other subset. This would reduce the scrolling needed to enter the common values. Do you really need to offer deliveries at exactly 4:23pm?

Tom N.,
I've been looking at the settings and don't know where to make the minutes adjustment. Do you?

My mistake. I didn't realize there was a built-in webform type for time fields. I thought you were using a generic field with 60 choices. I just used a radio button with a few time ranges on my form instead of time and date fields.
